What is the time frame between verse 1 and verse 4?

Pasthersyl, I think in verse one "restoring the fortunes of Jacob" refers to the exodus, in which Jacob's sons and daughters were restored to the land of promise.
Verse four refers to the present time of the Psalmist, when Israel is again in need of God's restoration.
When are we not?

Sharon Just read your note. I had figured it out, and came to the same conclusion. Thanks for responding. My morning bible study read this passage and I wrestled with our congregation knowing that God had been faithful to us, and now we are in need again. It was meaningful to us all. I think I will be using the Hosea and Luke passages, but it has been good to look at this Psalm
